Mr.
Justice S. Usman Ali Shah, 68, was appointed Wafaqi Mohtasib (Ombudsman) on
March 28, 1991. He belongs to a family who are descendants of Hazrat Imam Ali
Raza. They migrated to Afghanistan where a famous saint, Mian Ali Sahib, one of
his fore-bears is buried. His shrine is in Sammarkhel, Jalalabad. From Jalalabad
the family moved on to Hasht Nagar, Charsadda (NWFP) and settled in Mauza Prang.
Graduating in Law from Sindh Law College in 1950, he was enrolled as an Advocate
of the High Court in 1951, later of the Supreme Court of Pakistan in 1964. He
was elevated to the High Court Judgeship in 1977 and in 1981 became Chief
Justice of Peshawar High Court. During his tenure as High Court Judge he acted
as a member of the Syndicates or Board of Trustees of several Universities in
Pakistan. He remained a Member of the Pakistan Election Commission from 1980 to
1985, and a Member on the Panel of the Permanent International Court of
Arbitration at Hague for the 6-year tenure from 1983 to 1989. He attended the
Lawasia Conference in New Delhi in 1985, and acted as Governor of North West
Frontier Province (NWFP) from April to August, 1986. He was elevated as Judge of
the Supreme Court of Pakistan in 1987 from which position he retired in January,
1991. On 28th March, 1991 he took Oath of office as the second permanent Wafaqi
Mohtasib (Ombudsman) of Pakistan. He was unanimously elected to the Board of
Directors of the International Ombudsman Institute in October 1993 to represent
the Asian region.
